Abstract
In Yeongdo-gu, Busan—a region facing the risk of local extinction due to demographic and industrial decline—a rapid “café boom” has been observed since the early 2020s. This study analyzes the dynamics of this café boom, conceptualizing it as “the paradox of the view” by focusing on how the core asset that catalyzed the boom ironically acts as a shackle threatening spatial sustainability. Methodologically, this study employs in-depth interviews with café operators—selected to reflect diverse business histories, scales, and operational models—as primary data, supplemented by interviews with visitors and policymakers. The analysis reveals that the core asset of Yeongdo’s café landscape is a shared landscape resource characterized as a “dynamic view” in which harbors, ships, and bridges converge. However, as all cafés equally appropriate this resource, the landscape has converged toward an upwardly standardized homogenization. The resulting competition to scale up to overcome this homogeneity has led to the exclusion of small-scale independent cafés lacking capital power. Whether industrial heritage is merely consumed as a backdrop or recreated as unique brand equity, and whether “view dependency” can be overcome, are unevenly distributed depending on capital scale; furthermore, local government policies focused on physical landscape improvement have exacerbated these dynamics. Ultimately, while Yeongdo’s café boom grew on the basis of shared landscape assets, its over-appropriation is paradoxically undermining its own foundation. This contradiction raises fundamental critical questions about the dominant perspective that consumes recent café-led urban regeneration solely as a simplistic success narrative.
인구와 산업의 침체로 소멸 위기에 직면한 부산 영도구는 2020년대 초반부터 급격한 ‘카페 붐’이 일고 있다. 본 연구는 이러한 카페 붐의 동학을 분석하며, 붐을 일으킨 핵심 자산이 오히려 공간의 지속가능성을 위협하는 족쇄로 작용하고 있다는 점에 주목하여 이를 ‘뷰의 역설(the paradox of the view)’로 개념화하였다. 연구 방법으로는 카페 업력·규모·운영 방식의 다양성을 고려해 선정한 운영자 심층 인터뷰를 일차 자료로 삼고, 방문객 및 정책 담당자 인터뷰로 보완하였다. 분석 결과, 영도 카페 경관의 핵심 자산은 항구와 선박, 교량이 어우러진 ‘움직이는 뷰’라는 공유 경관 자원이었다. 그러나 모든 카페가 이 자원을 동일하게 전유함에 따라 경관은 상향 평준화된 동질화로 수렴하였고, 이를 극복하려는 대형화 경쟁은 자본력을 갖추지 못한 소규모 독립 카페를 배제하는 결과를 낳았다. 산업 유산을 단순한 배경으로 소비할지 브랜드 자산으로 재창출할지, 나아가 ‘뷰 의존’을 극복할 수 있을지의 여부는 자본 규모에 따라 불균등하게 나타났으며, 물리적 경관 개선에 치중한 지원 정책은 이러한 동학을 심화시켰다. 영도의 카페 붐은 공유 경관 자원을 바탕으로 성장했지만, 과잉 전유로 인해 오히려 스스로 토대를 허물고 있다. 이러한 모순은 최근의 카페 주도 도시 재생을 단편적인 성공 서사로만 소비하는 지배적 시각에 비판적 물음을 제기한다.
