Abstract
This paper critiques two limitations of the school subject ‘Global Citizenship and Geography’ –an excessive reliance on reductionist approaches to the formation of global\_citizenship identity, and the substitution of moral exhortation for the conceptual study of global citizenship – and aims to restore the hierarchy among ‘concepts, facts, and values’ in the curriculum by repositioning the core geographical concepts of scale and region as organising principles of curricular design. It argues that the essence of citizenship lies in the interlocking of responsibilities, obligations, and rights, and provides a cultural–historical geographical account of the changing spatial presuppositions of citizenship from the ancient polis, through the medieval city and the modern nation\_state, to the global level. On this basis, the paper demonstrates that global\_citizenship identity can be logically constituted along multi\_scalar pathways – world, nation, region, locality, and individual – and contends that a key pedagogical principle of geographical education, namely the analysis and understanding of issues of abstract normativity through the regional scale, is indispensable to global citizenship education.
본 논문은 「세계시민과 지리」 교과목의 두 가지 한계, 지나친 환원주의 기반의 세계시민 정체성 형성, 그리고, 순진한 도덕적 호소가 세계시민의 개념 학습을 대체하는 교수-학습 내용을 검토하면서, 지리학의 고유 개념인 스케일과 지역을 세계시민교육의 설계 원리로 재배치해 ‘개념, 사실, 가치’ 학습내용의 위계 복원을 제안하고자 한다. 또한, 시민성 개념의 본질은 책임과 의무 그리고 권리의 상호결합에 놓여 있음을 논증하고, 시민성의 개념이 고대 폴리스, 중세 도시, 근대 국민국가, 지구적 차원으로 이어지는 공간적 전제의 변화를 문화역사지리적으로 설명한다. 이를 통하여, 세계시민 정체성은 세계, 국가, 지역, 지방, 개인의 다중 스케일 경로를 통해 논리적으로 형성될 수 있음을 밝혀낸다. 이것은 추상적 당위의 문제를 지역적 스케일을 통해 분석하고 이해하는 지리교육의 학습 원리가 세계시민교육에 필수적임을 논증하는 것을 의미한다.
