Scalar Bureaucracy and Institutional Influence in the Production of Places of Memory
- The Case of Jeju April 3rd Memorial Halls -

Abstract
This study investigates the April 3rd memorial hall network (April 3rd Peace Memorial Hall, Neobeunsungee Memorial Hall, Former Distillery Factory, and Baekjoilson History Museum) through the concept of Scalar bureaucracy and Institutionalization of place of memory. Based on in-depth interviews, site visits, and archival research, this study highlights the cooperative structure of the memorial halls that shape the transcalar memories and narratives of April 3rd. It also examines the institutional influence on the creation and renovation of the memorial halls by looking into the dynamics of various actors from the personal to the national scale. The findings are as follows. First, sub-local memorial halls are key nodes that spatially expand April 3rd memories and mediate between multilayered narratives. Second, the spatial strategies and bureaucratic practices developed for the Peace Memorial Hall are replicated, adapted, and contested in the place-making processes of sub-local places. This research contributes to museum geography and memory studies through a multiscalar understanding of spatial politics and place of memory.

이 연구는 스케일 관료제(Scalar bureaucracy)와 기억공간의 제도화(Institutionalization) 개념을 바탕으로 제주 4·3 평화기념관, 너븐숭이 기념관, 주정공장 수용소, 백조일손 역사관으로 구성된 기념관 네트워크를 분석한다. 심층 인터뷰, 현장 조사, 문헌 분석 등을 토대로, 본 연구는 기념관들의 협력적 관계를 통해 다중 스케일적으로 구성되는 4·3의 기억과 서사를 살펴본다. 또한, 개인에서 국가에 이르는 행위자 간의 역학을 파악함으로써 기념관 건립과 리뉴얼 등 물리적 공간 조성에 작용하는 제도적 영향력을 분석한다. 연구 결과는 다음과 같다. 첫째, 지역기념관(sub-local memorial hall)들은 지역 단위의 기억을 공간적으로 확장하고 다층적인 서사를 매개하는 핵심 거점이다. 둘째, 평화기념관에서 구축된 공간 전략과 관료적 관행은 지역기념관 조성 과정에서 복제 및 변형되며, 때로는 저항에 직면한다. 본 연구는 공간 정치와 기억공간에 대한 다중 스케일적 이해를 통해 박물관 지리학, 기억 연구 등에 기여한다.
