Megacity Policy Discourse in Korea: In What Sense a Problem?

메가시티 정책 담론, 무엇이 문제인가?

Abstract
This paper aims to analyze the problems of the megacity policy discourse that has been actively discussed in the Korean political circles and to suggest a desirable policy direction. The results of the study show that the megacity policy discourse in Korea has the following problems. First, it focuses only on administrative district integration, which is far from the original academic concept. Second, megacity is a term that refers to the phenomenon of over-urbanization in developing countries, and it overlooks the fact that successful cases of metropolitan development in the West are based on the concept of megacity region. Third, it does not properly reflect the experience of advanced countries in strengthening urban competitiveness through the establishment of a metropolitan governance system rather than administrative district integration. Therefore, the authors propose that the current megacity policy centered on administrative district integration be abandoned and the policy direction be changed to the establishment of a metropolitan governance system utilizing the special local government system. Through this, it is expected that cooperation between cities can be strengthened and actual urban competitiveness can be improved.

본 논문은 최근 정치권에서 활발히 논의되고 있는 메가시티 정책 담론의 문제점을 분석하고 바람직한 정책 방향을 제시하는 것을 목적으로 한다. 연구 결과, 한국의 메가시티 정책 담론은 다음과 같은 문제점을 보인다. 첫째, 본래의 학술적 개념과 괴리된 채 행정구역 통합에만 초점을 맞추고 있다. 둘째, 메가시티는 개발도상국의 과잉도시화 현상을 지칭하는 용어로, 서구의 성공적인 대도시권 발전 사례들은 오히려 메가시티리전 개념에 기반하고 있다는 점을 간과하고 있다. 셋째, 서구 선진국들이 행정구역 통합이 아닌 광역 거버넌스 체계 구축을 통해 도시 경쟁력을 강화해 온 경험을 제대로 반영하지 못하고 있다. 이에 필자들은 행정구역 통합 중심의 현행 메가시티 정책을 지양하고, 특별지방자치단체 제도를 활용한 광역 거버넌스 체계 구축으로 정책 방향을 전환할 것을 제안한다. 이를 통해 도시 간 협력을 강화하고 실질적인 도시 경쟁력을 제고할 수 있을 것으로 기대된다.
