This paper begins from the premise that strengthening the policy effectiveness of the geographical indication (GI) system hinges on establishing producer-organization–centered, privately led governance. Based on a full survey of governance conditions for 17 GI items in Gyeongsangnam-do, we conducted an in-depth comparative analysis of two contrasting groups: Hadong green tea and Sancheong dried persimmon, which have high geographical uniqueness but weak governance; and Changnyeong garlic and Namhae Changseon bracken, which have relatively low geographical uniqueness but have built effective, producer-driven governance. The analysis shows that the success or failure of the GI system is determined more by governance capacity than by geographical factors themselves. Accordingly, we propose policy improvements to shift future GI operations away from administrative leadership toward a system centered on the autonomy and cooperative structures of producer organizations.
필자들은 선행연구를 통해 우리나라 지리적표시 품목들의 지리적 고유성이 대체로 미흡한 가운데, 하드웨어적 측면인 자연지리적 요소에 비해 소프트웨어적 측면인 거버넌스 요소의 중요성에 주목한 바 있다. 본 연구는 그 후속 연구로서 경남의 17개 지리적표시 품목 전수를 대상으로 한 거버넌스 실태 조사를 바탕으로, 지리적 고유성과 거버넌스 특성이 상이한 두 집단을 심층 비교 분석한 것이다. 하나는 지리적 고유성은 높지만 거버넌스가 취약한 하동녹차와 산청곶감이며, 다른 하나는 지리적 고유성은 낮지만 생산자 중심의 효과적 거버넌스를 구축한 창녕마늘과 남해창선고사리이다. 분석 결과, 지리적표시제의 성패는 지리적 요인 그 자체보다 거버넌스 역량에 좌우됨이 확인되었다. 지리적표시제 정책은 행정 주도형에서 탈피하여 생산자 조직의 자율성과 협력체계를 구축하는 데 초점을 둘 필요가 있다.
